Italian Customs and Monopolies Agency Outlines 2025 Priorities: Focus on Safe and Legal Gaming

ROME – The Italian Customs and Monopolies Agency (Adm) has unveiled its programmatic document for 2025, outlining key objectives centered on providing technical support for the Tax Delegation implementation and the reorganization of the gaming sector. The agency aims to enhance sector efficiency and bolster efforts to promote safe, legal, and responsible gaming practices.

According to the document, Adm’s actions in the gaming sector will align with the principles of legality and the development of secure gaming, as outlined in the gaming sector reorganization law. A primary focus will be on safeguarding players, particularly vulnerable groups, by addressing health, public order, and security concerns related to criminal activities. The ultimate goal is to elevate the quality of public gaming offerings and ensure a secure and responsible gaming environment.

Specifically, Adm intends to strengthen the oversight of establishments involved in the gaming sector and intensify efforts to combat illegal and underage gambling. This includes enhancing security measures and improving the monitoring capabilities of the public gaming network, including online platforms.

Supporting Operators and Enhancing Compliance

Adm is committed to providing operators with the necessary support to ensure compliance with regulations in both the gaming sector and administrative activities. Over the three-year period from 2025 to 2027, the agency aims to verify 50% of the self-declarations submitted by Point of Sale Recharge (PVR) operators. This initiative seeks to identify any errors and allow operators to make necessary corrections.

A similar target of 50% has been set for self-declarations related to registration in the RIES registry, focusing on subjects who are registered but not yet audited.

Vigilance and Control Measures

In terms of vigilance and control, Adm plans to verify the regularity of 98% of concession fee payments made by concessionaires within 25 days of payment during the 2025-2027 period. Furthermore, the agency has set a target of 33% for the monitoring of betting shops, Bingo halls, and VLT (Video Lottery Terminal) locations.
