    Italian Customs and Monopoly Agency Sets Goals for Gaming Sector in New Agreement

    The Italian Customs and Monopoly Agency (ADM) and the Ministry of Economy and Finance (MEF) have formalized a new agreement spanning the years 2025-2027. This agreement outlines the Agency’s objectives across its various areas of responsibility, with a particular focus on the public gaming sector.

    Key Objectives for the Gaming Sector

    The agreement specifically details the following objectives for the gaming sector:

    • Gaming Services: Providing operators with the necessary support for implementing regulations within the gaming sector and managing related administrative activities. The Agency will ensure public gaming is accessible within a regulated, technologically advanced, and constantly monitored environment. It will also improve administrative processes for establishing, regulating, and conducting individual games, and for the overall regulation of the sector. In line with new provisions regarding the reorganization of public gaming (Legislative Decree No. 41 of 2024), the Agency will contribute to the development of safe and responsible gaming, guaranteeing transparency and quality in public gaming offerings and consistent management nationwide. Furthermore, it will provide technical support for drafting relevant legislation and promptly preparing directives to implement primary regulations.
    • Gaming Controls: Ensuring controls and oversight within the gaming sector. To this end, the Agency will strengthen its presence in establishments operating in the gaming sector and intensify efforts to combat illegal and underage gaming, enhancing security and monitoring capabilities across the public gaming network, including online platforms.

    Focus on Safe and Responsible Gaming

    According to the document, the Agency will take necessary actions to provide technical support for drafting implementation rules for the tax delegation (Law No. 111 of August 9, 2023). Interventions will also be implemented to improve procedural efficiency in the sector. Aligning with the reorganization law, the Agency will focus on developing safe gaming practices to protect players, especially vulnerable groups. This includes monitoring concessionaires’ obligation to invest in informational campaigns for preventing pathological gambling and protecting players, with the aim of enhancing the quality of public gaming offerings and ensuring a safe and responsible gaming environment.

    The Agency will consolidate its presence in gaming establishments and strengthen efforts to combat illegal and underage gaming, increasing security and monitoring capabilities across the public gaming network, including online platforms.

    Objectives 7 & 8: Services and Controls

    Objective 7 – Gaming Services

    “Provide operators with the necessary support for the application of the discipline in the gaming sector and manage the related procedural and administrative activity.” The indicators demonstrate the Agency’s commitment to providing operators with effective tools and technical support to comply with all regulatory requirements for operating in the sector.

    Objective 8 – Gaming Controls

    “Ensure controls and supervision in the gaming sector.” The indicators reflect the governance of the gaming sector through effective monitoring and control to protect vulnerable individuals and combat illegal gaming. The goal is to improve the quality of public gaming offerings and ensure a safe and responsible gaming environment. The corresponding public value indicators measure not only revenue from the sector but also the impact of combating illegal gaming, both from non-compliant websites and establishments attempting to extend gaming offerings to minors.

    The alignment of regulatory competencies between central and regional structures is conducted considering both the specialized context (excise duties, customs, and public gaming) and the specific context (tax and non-tax activities). This necessitates developing a top-level organizational structure based on primarily technical assignments.
