Italian Agency and Ministry Sign Agreement to Regulate Gambling Sector
A three-year agreement for the years 2025-2027 has been signed between the Italian Customs and Monopoly Agency (Adm) and the Ministry of Economy and Finance (Mef) to regulate the legal gambling sector. Regarding fiscal disputes, the agreement emphasizes the commitment to managing “financial flows related to gaming operations using special accounts established at the state treasury. In terms of administrative cooperation at the national and international levels, and the exchange of information, the Agency, upon request from the Ministry, will ensure “its collaboration in the preparation of legislative measures, regulations on tax matters, gaming and tobacco, as well as inquiries into parliamentary questions and appeals submitted to various jurisdictional bodies, including in the area of international taxation.”
Supporting Tax Delegation and Enhancing Efficiency
The Agency will undertake the necessary actions to provide full technical support for the development of implementing regulations for the Tax Delegation, Law No. 111 of August 9, 2023. Furthermore, interventions will be implemented to improve procedural efficiency in the sector. Consistent with the reorganization of the sector, the Agency will focus its efforts on developing safe gaming practices aimed at protecting players, especially those in vulnerable groups. This includes monitoring concessionaires’ obligation to invest in information campaigns for the prevention of problem gambling and the protection of players, with the goal of enhancing the quality of public gaming offerings and ensuring a safe and responsible gaming environment.
