Brazil Opens Regulated Online Betting Market in 2025

Brazil is set to launch its regulated online gambling and sports betting market on January 1, 2025, marking a significant milestone for the betting industry in South America. The Ministry of Finance has successfully completed the licensing phase, paving the way for a transparent and consumer-friendly betting environment.

A Closer Look at Brazil’s Betting Market

The regulated market aims to create transparency, protect consumers, and generate economic benefits. This initiative follows legislative efforts and culminates in the Ministry of Finance’s 2024 announcement. The licensing process concluded on December 30, 2024, ensuring all participants are prepared for the 2025 launch.

Licensing Details and Key Figures

The Secretariat for Prizes and Betting (SPA) played a crucial role in overseeing the licensing process, ensuring adherence to strict standards. The four-phase review includes:

Robust IT security protocols to protect user data.
Secure and efficient payment processing.
Strict compliance with Anti-Money Laundering and Counter-Terrorism Financing (AML/CTF) regulations.
Promotion of ethical gambling practices.

By the close of the licensing application period in September 2024, 150 license requests were submitted by 145 companies. Of these, 68 businesses secured full licenses after paying a €5 million concession fee, contributing to an initial sum of over €380 million. These figures highlight the market’s potential.

Major international players like Betfair, bet365, Stake.com, and Entain Plc’s brands (Betboo, SportingBet) have entered the market, demonstrating confidence in Brazil’s regulatory framework. Several local operators are also positioned to compete, reflecting the growth of domestic industry expertise.

SPA President Regis Dudena stated:

“Starting January 1, all companies operating in Brazil will need to be Brazilian entities established under Brazilian law. We’ll know their shareholders, ultimate beneficiaries, and executives, ensuring complete oversight of both legal entities and individuals involved in this activity.”

Impact on Brazil’s Gambling Sector

Operators must register via the Financial Activities Control System (Siscoaf) for swift payment processing and value-chained registration. This is guided by strict Anti-Money Laundering and Counter Terrorism Financing measures, which embody risk reduction, ensuring compliance with financial laws and supporting market legitimacy.

The government has already generated millions in revenue through initial licensing, with more expected through ongoing taxation. Regulated markets are projected to create thousands of jobs and boost sectors like technology, media, and advertising.
