Brazil’s Gambling Market Expands with New Online Betting Licenses
Brazil’s gambling regulator, the Secretariat of Prizes and Bets (SPA), has significantly expanded the country’s legal betting market by awarding 21 new online betting licenses on February 11th. This brings the total number of fully licensed operators to 35.
Initially, only 14 companies secured full licenses before the market’s launch on January 1st. An additional 52 companies received provisional licenses, allowing them to operate while awaiting final approvals and technical certifications.
These provisional licenses initially granted a 30-day operational window, which ended on January 30th. This period could be extended by another 30 days if companies received support from certifying entities but still needed more time to meet regulatory requirements.
Since the first round of licenses, some previously excluded companies have gained provisional authorization. Furthermore, seven companies obtained preliminary permission to operate through court orders.
The latest announcement in the Official Gazette of the Union reveals that the 35 fully licensed operators now cover a total of 173 authorized brands.
Growing List of Fully Licensed Betting Operators in Brazil
The new list of full licensees includes major international players like Betano (owned by Kaizen Gaming) and Bet365, alongside local brands such as Aposta Ganha and Betsul.
The newly licensed entities and their betting brands are:

Out of the 21 companies receiving full licenses, 20 previously held provisional authorization. Betsson, which received a provisional license on December 31st, was not included in the latest list.
The company has until the end of February 2025 to submit the necessary technical certification for full authorization.
“We are in the final stages of this process and expect to submit the certification in the coming days,” a company spokesperson stated.
Nexus International and its Megaposta brands received a license valid until February 11, 2030, while all other full licensees have authorization until December 31, 2029.
Currently, 69 companies are authorized to operate in Brazil through either full or provisional licenses, with 34 remaining on provisional licenses. Authorized operators have paid BRL 2.1 billion in license fees. Two applicants paid for two licenses each.
Challenges in Brazil’s Licensing Process
KTO, one of the initial 14 fully authorized operators, experienced difficulties during the licensing process.
“It was very stressful,” said Andreas Bardun, KTO’s founder and CEO. “It wasn’t the most organized licensing process.”
He acknowledged the challenges faced by the Brazilian government in establishing this new system, noting their dedication to assisting operators during the Christmas and New Year period.
To address certification delays, the SPA issued Normative Instruction No 3/2025 on January 14th, standardizing the certification process to temporarily resolve setbacks.
