Italian Gaming Authority Aims to Rebalance Taxation and Promote Responsible Gambling

ROME – Antonio Giuliani, director of the Remote Gaming and Betting Office of the Customs and Monopolies Agency, emphasized the urgent need to finalize the reorganization of the gaming sector. This initiative seeks to rebalance taxation between retail and online gaming and to implement investment proposals that promote responsible gambling. These proposals were submitted by concessionaires as part of the tender for new online concessions.

Giuliani made these remarks at the “General States of Gaming” conference, organized by the Bruno Buozzi Foundation and the Parliamentary Intergroup for Awareness of the Risks of Gambling. The event took place at the Sala Matteotti of the Chamber of Deputies.

“It is undeniable that the growth of online gaming has reduced revenue for the Treasury,” Giuliani stated. “Therefore, it is crucial to complete the reorganization as quickly as possible, with one of its objectives being to rebalance taxation.”

He further explained that the draft legislative decree for the reorganization of physical gaming incorporates the principle of protecting health and combating pathological gambling. “This is also an important step we have taken,” Giuliani added. “Furthermore, the new online gaming concession agreement includes, for the first time, investment obligations for responsible gaming. One of the requirements for candidates was to present a responsible gaming policy.”

While acknowledging that there is room for improvement in certain areas, Giuliani stressed the importance of approving the legislative decree. He believes it will provide assurance for both concessionaires and players within a legal framework.
