Carolina Yumi de Souza Appointed Executive Deputy Secretary at Secretariat of Prizes and Bets

Attorney Carolina Yumi de Souza has been appointed as the Executive Deputy Secretary at the Secretariat of Prizes and Bets (SPA) within the Ministry of Finance. This appointment, formalized through Ordinance AGU 270/2024 from the Attorney General’s Office (AGU), positions her as the second-in-command at the SPA, reporting directly to Secretary Régis Dudena.

Her primary responsibility will be to officially substitute for the Secretary when needed. She is expected to promptly coordinate with the head of the Regional Attorney’s Office to finalize her transfer to the Secretariat of Prizes and Bets.

This move comes after the publication of an interministerial ordinance in May, jointly issued by the Ministries of Finance and Sports. This ordinance stipulates that authorizations for operating sports betting and online gambling in Brazil must first be approved by the Ministry of Finance, followed by the Ministry of Sports. In the event of any disagreement between the two ministries, the matter will be referred to the Attorney General’s Office for a final opinion.

The appointment of Carolina Yumi de Souza is viewed as a strategic step towards closer collaboration between the SPA and the Attorney General’s Office. Her extensive knowledge of the AGU’s system is expected to facilitate a cooperative relationship and expedite the integration process between the two entities.

Carolina Yumi de Souza brings a wealth of experience to her new role. She holds a Bachelor of Laws degree from the University of São Paulo, as well as a Master’s and PhD in Criminal Procedural Law from the same institution. Prior to this appointment, she served as the Director of the Department of Asset Recovery and International Legal Cooperation at the Ministry of Justice.

Since joining the Attorney General’s Office in September 2003, she has coordinated crucial areas within the agency and in other government sectors, including leniency agreements and the defense of probity. She has also held various positions at the Ministry of Justice and the Supreme Federal Court. Furthermore, she represents the AGU in a working group of the Organization for Economic Cooperation and Development (OECD).
