Liam Kinsella

Hi, I’m Liam Kinsella, a 38-year-old Irishman with a lifelong love for sport and a career shaped by the fast-moving world of iGaming. I’ve spent the majority of my professional life in the industry, working across everything from operations and customer experience to product and innovation. My passion for iGaming was sparked when I was a teenager after attending my first race night at Dundalk Stadium. I’ll never forget the atmosphere, the intensity, and the connection people had to the sport. It was electric. That night opened my eyes to a world where entertainment, competition, and community all came together. Since then, I’ve worked with some fantastic teams and brands, helping to create engaging experiences that bring that same thrill to players around the globe. Outside of work, I’m a big sports fan. Rugby, football, racing, even a bit of darts. I’ve also got a soft spot for gardening; there’s something therapeutic about switching off and spending a few hours with the plants. When I’m not outdoors, I’m usually reading - anything from sports biographies to thrillers. I’m proud to be part of the global tech and gaming space, and I’m always looking for new ways to push the boundaries of what iGaming can offer.

Spain Streamlines Digital Services: New Government Portal Launched

The Spanish government is consolidating its online services with the launch of a new associated electronic office for the Ministry of Social Rights, Consumer Affairs, and Agenda 2030. This move, formalized by Order DCA/384/2025, published in the Official State Gazette (BOE), aims to simplify interactions between citizens, businesses, and the government.

This reorganization stems from Royal Decree 829/2023, which merged the former Ministries of Social Rights and Agenda 2030 with the Ministry of Consumer Affairs into a single, unified department.

Centralized Access to Services

The new electronic office, accessible at https://dsca.sede.gob.es, will serve as the primary online portal for all electronic communications with the Ministry. This centralized approach is designed to improve efficiency and accessibility for users.

Furthermore, the electronic office of the Directorate General for Gambling Regulation (DGOJ) will now be affiliated with the Ministry of Social Rights, Consumer Affairs, and Agenda 2030. The DGOJ’s online presence (https://sede.ordenacionjuego.gob.es) will remain the dedicated channel for matters related to gambling and sector oversight.

Efficiency and Transparency

The previous electronic offices of the now-integrated ministries will be discontinued. The implementation of these new platforms will be achieved without increasing public expenditure, utilizing existing resources.

These platforms will offer electronic, telephone, and in-person access to government services, adhering to principles of transparency, accessibility, and digital security.

“This initiative underscores the government’s commitment to providing efficient and accessible digital services to its citizens and businesses,” stated a government spokesperson.

DGOJ’s Role Maintained

The DGOJ will continue to operate its electronic office to carry out its regulatory, inspection, and citizen service functions. This platform will be updated to reflect the new organizational structure, under the direct supervision of the Ministry of Social Rights, Consumer Affairs, and Agenda 2030.

Implementation Timeline

The order took effect on April 24, 2025, the day after its publication. The new electronic office must be fully operational within six months.
