Hi, I’m Liam Kinsella, a 38-year-old Irishman with a lifelong love for sport and a career shaped by the fast-moving world of iGaming. I’ve spent the majority of my professional life in the industry, working across everything from operations and customer experience to product and innovation. My passion for iGaming was sparked when I was a teenager after attending my first race night at Dundalk Stadium. I’ll never forget the atmosphere, the intensity, and the connection people had to the sport. It was electric. That night opened my eyes to a world where entertainment, competition, and community all came together. Since then, I’ve worked with some fantastic teams and brands, helping to create engaging experiences that bring that same thrill to players around the globe. Outside of work, I’m a big sports fan. Rugby, football, racing, even a bit of darts. I’ve also got a soft spot for gardening; there’s something therapeutic about switching off and spending a few hours with the plants. When I’m not outdoors, I’m usually reading - anything from sports biographies to thrillers. I’m proud to be part of the global tech and gaming space, and I’m always looking for new ways to push the boundaries of what iGaming can offer.

Leadership Transition at German Gambling Authority

Effective July 1, 2024, Udo Götze, State Secretary in the Thuringian Ministry of the Interior and Municipal Affairs, will hand over the chairmanship of the Administrative Council of the Joint Gambling Authority of the Länder (GGL) to Reiner Moser, Head of Office in the Ministry of the Interior, for Digitalization and Municipalities of Baden-Württemberg.

During Udo Götze’s one-year term as Chairman of the Administrative Council, the structures of the authority, which was founded on July 1, 2021, were consolidated. The GGL has been fully responsible for regulating the cross-state gambling market for 18 months. Since then, the illegal gambling market has been largely transformed into a legal and state-controlled market. Successes have also been achieved in combating illegal online gambling.

State Secretary Götze stated, “Together with the Länder, the GGL has created a very good basis for the successful regulation of this rapidly developing digital market. Everyone involved can be proud of this.”

Focus on Player and Youth Protection

The new Chairman of the Administrative Council, Head of Office Reiner Moser, added: “The regulation of online gambling is a demanding task, focusing on the prevention of gambling addiction and the protection of players and young people. There were and will continue to be immense challenges to overcome. These include the implementation of court decisions on the use of the IP-Blocking enforcement instrument, but also developments in the area of supervision of legal providers. I am confident that the GGL will successfully tackle these challenges. It can continue to count on the support of the Länder and the Administrative Council.”

The Administrative Council is the supervisory and steering body of the GGL. It consists of the Heads of Office or State Secretaries of the ministries of the 16 supporting Länder responsible for gambling supervision. The chairmanship of the Administrative Council changes annually on July 1 in alphabetical order of the supporting Länder.
