Jdigital Highlights the Threat of Unlicensed Operators to Spain’s Legal Gambling Market
Jdigital, a leading association in the online gambling sector, has emphasized the significant threat posed by unlicensed operators to the sustainability of the legal and secure gambling market in Spain. The association’s statement follows the recent publication of a press release by the DGOJ (Directorate General for Gambling Regulation), which Jdigital views as a crucial acknowledgment of their long-standing concerns.
“The press release published recently by the DGOJ highlights a key aspect that we have been pointing out for some time: the real threat posed by unlicensed operators to the sustainability of the legal and secure market in Spain,” Jdigital stated.
Disproportionate Sanctions Against Legal Operators
Jdigital’s analysis reveals a striking disparity in the distribution of sanctions. Of the nearly €143 million in penalties imposed by the Ministry of Social Rights, Consumer Affairs and Agenda 2030 last year, only 2% fell on legal operators. Furthermore, none of these infractions were classified as “very serious.”
“We find it especially relevant that, of the nearly €143 million in sanctions imposed by the Ministry of Social Rights, Consumer Affairs and Agenda 2030 during the past year, only 2% fall on legal operators, and that, moreover, in no case have they been ‘very serious’ infractions,” the association emphasized.
Call for Clearer Distinction Between Legal and Illegal Operators
The association believes it is necessary for the regulator to make a clearer and more explicit distinction between legal and illegal operators. This would help to avoid generalizations that could negatively affect those who comply with the regulations.
“In this sense, we believe that a greater emphasis by the regulator on differentiating more explicitly between legal operators—those who strictly comply with the regulations and promote responsible gambling—and those who operate outside the system would be desirable,” Jdigital argued.
Commitment to Collaboration and Recognition of Legal Operators’ Efforts
Jdigital reiterated its commitment to institutional collaboration and its active role in promoting safe gambling. However, the association also demands recognition for the effort and investment made by operators working within the legal framework.
“As we have always done, from Jdigital we reiterate our willingness to collaborate with the authorities to continue advancing in a safe, legal, and responsible gaming environment, but we also insist that the commitment of operators who bet on legality and transparency in their daily activity be recognized, valued, and protected,” Jdigital concluded.

- Unlicensed operators pose a significant threat to the legal gambling market in Spain.
- A disproportionate amount of sanctions are imposed on legal operators.
- A clearer distinction between legal and illegal operators is needed.
