    Peru Cracks Down on Illegal Online Gambling, Formalizes Sports Betting Sector

    Peru has made significant strides in regulating its sports betting industry, successfully eliminating 15% of illegal online gambling websites through enhanced regulatory measures. This progress is part of a broader effort to formalize the sector and promote responsible gaming.

    Since December 2024, the country has authorized 683 new sports betting establishments, bringing the total to 4,516 licensed locations nationwide. This expansion underscores Peru’s commitment to establishing a well-regulated and transparent gambling environment.

    Mincetur’s Leadership in Gambling Regulation

    The Ministry of Foreign Trade and Tourism (Mincetur) is spearheading these efforts, aiming to position Peru as a regional leader in gambling regulation and responsible gaming promotion. According to Mincetur, a modern regulatory framework is crucial for protecting consumers, ensuring transparency, and fostering formal economic development.

    Key to this progress is Law N° 31557, which regulates sports betting and remote gaming. Since its implementation in February 2024, Peru has become the third country in Latin America to establish clear regulations for this activity. This law has been instrumental in formalizing the digital sector, creating a trustworthy environment for both operators and users.

    To date, 60 technology platforms have been authorized, 280 related service providers registered, and 9 international certification laboratories accredited. These measures have not only attracted investment but also strengthened tax revenue collection.

    Combating Illegal Gambling

    The regulatory framework’s impact is also evident in the fight against illegal gambling. The General Directorate of Casino Games and Slot Machines (DGJCMT) has intensified inspections, closing unauthorized establishments and reducing the presence of clandestine platforms.

    In addition to the 15% reduction in illegal websites, the availability of illegal games on digital platforms and apps has decreased by 40%. Collaboration with payment providers and financial institutions has further bolstered control over illicit activities by blocking services to unauthorized operators.

    Promoting Responsible Gaming

    Mincetur has also launched various initiatives to promote responsible gaming, including awareness campaigns in educational institutions and training programs for industry employees. Collaboration with gambling associations has been essential in protecting vulnerable groups and ensuring a safe environment for users.

    “These actions seek not only to regulate the sector but also to foster a culture of responsibility and prevention against the risks associated with gambling,” stated a Mincetur representative.

    Peru’s Regional Leadership

    Peru is emerging as a regional benchmark, demonstrating that comprehensive and effective regulation can yield both economic and social benefits. The combination of regulatory measures, oversight, and responsible gaming promotion has enabled the country to move towards a sustainable and transparent model in the gambling sector.

    Taxation Changes

    The Peruvian government has introduced new provisions for the Selective Consumption Tax (ISC) on remote gaming and online sports betting. According to Supreme Decree Nº 008-2025-EF, published on January 19, 2025, the initial tax rate will be 0.3% until June 30, increasing to 1% from July 1. This measure aims to progressively adjust the tax burden in a sector that has experienced sustained growth.

    The implemented regulatory framework in Peru has not only strengthened transparency and formalization but has also unlocked new investment opportunities.
