Peru’s Mincetur Establishes New Directorate for Remote Gaming and Sports Betting

Peru’s Ministry of Foreign Trade and Tourism (Mincetur) has announced the creation of the Directorate of Authorization and Registration of Remote Games and Remote Sports Betting. This move comes as part of the approval of its new Organization and Functions Regulations (ROF), aimed at modernizing the institution.

According to officials, this new organizational framework, formalized through Supreme Decree N.º 004-2025-MINCETUR and replacing the ROF approved in 2002, aims to modernize and strengthen “institutional capacity in order to provide more efficient service to citizens.”

Mincetur also stated that it “aligns with the State Organization Guidelines and the new legal provisions that assign functions to the sector, such as Law N°31557, which regulates remote games and betting, and Law N°32392, the New General Tourism Law.”

According to the new ROF, the Directorate of Authorization and Registration of Remote Games and Remote Sports Betting will fall under the General Directorate of Casino Games and Slot Machines (DGJCMT), whose head is Peruvian regulator Yuri Guerra Padilla.

Other structural changes include the creation of the Directorate of Tourism Investments, as part of the General Directorate of Tourism Strategy (DGET), and the strengthening of the Executing Unit of Investment in Foreign Trade and Tourism (UICET), with a view to more efficient management of investment projects.

Furthermore, Mincetur emphasized that “the fight against corruption and better service to citizens have been strengthened” through the restructuring of internal administration bodies.

This includes the offices of Human Resources, Integrity and the Fight against Corruption, Citizen Services and Document Management, and Inter-institutional Coordination and Prevention of Social Conflicts, all of which report to the General Secretariat.

These adjustments will allow Mincetur to operate with a more modern structure, aligned with the current demands of foreign trade and tourism, optimizing its capacity to fulfill its institutional objectives and provide better services to citizens.
