Four betting companies in Brazil have been temporarily suspended from operating due to their failure to meet regulatory requirements. Which Companies Are Affected?
The affected companies and their associated brands are:

- Caixa Loterias: Betcaixa, Megabet, and Xbet Caixa
- TQJ-Par (part of the Sílvio Santos Group): Baú Bingo, Tele Sena Bet, and Bet Do Milhão
- 7MBR LTDA: Cbet
Why the Suspension?
The suspension stems from non-compliance with Article 3 of Ordinance SPA/MF No. 2.104, dated December 30, 2024. This ordinance requires betting companies to provide technical certificates, betting systems, Sportsbook/Remote Gaming Server (RGS) documentation, and integration details from an accredited certification body.
The companies were initially given a deadline to submit these documents, which could be extended once. Failing to meet these deadlines resulted in the current suspension.
What Happens Next?
The suspended companies have 90 days to comply with the regulations outlined in Ordinance SPA 2.104. If they fail to do so, their provisional authorizations will be revoked, and their licensing processes will be permanently archived.
During the 90-day suspension, the companies are permitted to keep their platforms online solely to allow users to withdraw funds from their accounts. This ensures that users can access their money despite the suspension.
A Path to Reinstatement
If the companies can demonstrate compliance with Article 3 of Ordinance 2.104 within the 90-day period, the suspensions will be lifted. The SPA will then issue new, definitive authorizations, allowing them to resume operations.

The suspension is formalized under ORDINANCE SPA/MF No. 787, OF APRIL 10, 2025, which explicitly suspends the provisional authorization for the commercial operation of fixed-odds lottery betting for the listed entities.
“This Ordinance suspends the provisional authorization granted for the commercial operation of the fixed-odds lottery betting modality within the national territory for the legal entities listed in the Annex, due to non-compliance with the provisions of Article 3 of Ordinance SPA/MF No. 2.104, of December 30, 2024.”
