France Considers Legalizing Online Casinos: A Gamble with Potential Rewards and Risks

The French government is contemplating a significant shift in its gambling policy by potentially legalizing online casinos. This move, proposed as an amendment to the 2025 budget, aims to address the country’s financial deficit and align France with its European neighbors.

Economic Motivations and the Black Market

The government argues that legalizing online casinos could generate substantial revenue for the state. They plan to tax online casinos at 55.6% of the gross gaming revenue, matching the rate for online lottery games. This decision is also fueled by the desire to combat the growing illegal online gambling market in France, estimated to be worth between €748 million and €1.5 billion annually.

“A coherent gaming framework is needed, bringing France in line with most European countries,” states the government’s proposal.

Nicolas Béraud, president of the French Online Gaming Association, supports the initiative, emphasizing the potential to redirect funds from illegal sites to the state and regulated industry.

Public Opinion and Potential Benefits

A recent study indicates that a majority of French citizens (62%) favor regulating online casinos. Furthermore, nearly one in three French adults admit to having already participated in online casino games.

Concerns from Land-Based Casinos

However, the proposal faces opposition from traditional brick-and-mortar casinos. Grégory Rabuel, president of the French Casino Syndicate and CEO of Groupe Barrière, fears a significant loss in revenue for physical casinos, potentially leading to job losses.

“The casino industry currently contributes €1.5 billion. We will contribute €450 million less. This is a direct fiscal consequence,” Rabuel warned.

He also raised concerns about the potential loss of 15,000 jobs in the sector.

Addiction Risks and Regulatory Measures

Another major concern revolves around the potential for increased gambling addiction. Addictions France, an advocacy group, has voiced strong opposition, citing the higher addiction risk associated with online casinos compared to their physical counterparts.

“Online casino games present a risk of addiction twice as high as physical casinos,” the organization stated.

The government acknowledges these concerns and promises to implement strict regulations to mitigate the risks. They plan to work with the National Gaming Authority (ANJ) to establish a specific regulatory framework for online casinos.

The Government’s Response

Antoine Armand, the Minister of Economy, assured the public that the government is taking the matter seriously and will ensure proper regulation of online casino games.

The debate continues as France weighs the potential economic benefits against the social risks associated with legalizing online casinos. The decision will have far-reaching consequences for the country’s gambling landscape.
