Italian Customs and Monopolies Agency Outlines 2025 Objectives for Gaming Sector
The Italian Customs and Monopolies Agency (Adm) is set to implement stricter controls on both online and land-based gaming activities. These measures will be coupled with increased training hours and the development of safer gaming environments, all aimed at protecting players.
These are the key directions Adm is taking to achieve its 2025 objectives.
Adm’s Goals for Games and Betting
According to Agipronews, a primary goal outlined in Adm’s 2025 economic budget is to maintain a 33% “presidio index” for betting shops, bingo halls, and VLT (Video Lottery Terminal) venues between 2025 and 2027. This index measures the number of establishments controlled by Adm relative to the total number of such venues.
Another objective for the 2025-2027 period is to maintain the number of “verifications” of online gaming platforms and VLT, bingo, and betting systems at 18, consistent with 2024 projections. This includes checks on the criteria and processes used by certification bodies for VLT and slot machine gaming systems.
During the same timeframe, Adm plans to increase the average training hours per employee to 24 (up from 12 in 2024), with 53% of this training focused on core business areas, including gaming. The agency also aims to control 50% of self-declarations for registration in the Punti vendita ricarica (Pvr) register and the Registro degli Operatori di gioco e Punto Vendita Ricariche (Ries). Furthermore, Adm intends to achieve a 98% control rate for the “timely payment of fees” by licensees, ensuring payments are made within 25 days of the due date.
Developing Safe Gaming
The 2025 budget emphasizes that Adm’s actions in the gaming sector will align with the principles of legality and the development of safe gaming, as outlined in the gaming sector reorganization law (Legislative Decree No. 41 of March 25, 2024). This includes protecting players, especially vulnerable groups, from health, public order, and security risks, as well as criminal activities. The ultimate goal is to improve the quality of public gaming offerings and ensure a safe and responsible gaming environment.
Specifically, Adm will strengthen the oversight of establishments operating in the gaming sector and intensify efforts to combat and suppress illegal and underage gaming, enhancing security and control over the public gaming network, including online platforms.
