Italian Gambling Revenue Declines Slightly in Early 2025

New data reveals a slight dip in Italian gambling revenue for the first quarter of 2025. According to the statistical bulletin released by the Customs and Monopolies Agency (Adm), tax revenue from the public gaming sector has decreased compared to the same period in 2024.

Specifically, the Italian treasury received €2,483.96 million between January and March of this year, a 3.44% decrease year-over-year. The decline is even more pronounced when compared to the fourth quarter of 2024, showing a 28.17% drop.

Breakdown of Revenue Sources

The bulletin provides a breakdown of the various gaming categories and their contribution to the overall revenue:

  • Numerical games and lotteries: 39.23%
  • Entertainment machines: 38.50%
  • Betting: 10.43%
  • Other games: 11.84%

Entertainment Machines See Significant Drop

Revenue from entertainment machines totaled €844.43 million in the first three months of 2025. This is a considerable decrease compared to the €1,777.63 million generated in the fourth quarter of 2024, and also lower than the €810.75 million from the third quarter of 2024.

Betting Revenue Shows Slight Increase

In contrast to entertainment machines, betting revenue experienced a slight increase. It reached €228.76 million during the reporting period, marking a 5.36% increase compared to the €217.12 million from the fourth quarter of 2024.

Numerical Games and Lotteries Decline

The “Numerical Games and Lotteries” category generated €860.27 million, down from €925.02 million in the fourth quarter of 2024, representing a 7% decrease.

“Other Games” Remain Relatively Stable

“Other Games” contributed €259.66 million to the treasury in the first quarter of 2025, a marginal 0.15% decrease compared to the €260.05 million in the fourth quarter of 2024.

The statistical bulletin includes an important clarification regarding the data collection process: “For the Gaming sector, it is specified that the statistical bulletin, prepared and published quarterly, reports data relating to available devices according to a bi-monthly accounting criterion, therefore reflecting an update frequency every two months. Consequently, in the statistical bulletin it is verified that, for the first and third quarters of the year, one of the months is not yet available, pending completion of the reference two-month period. This information is subsequently recovered and included in the statistical bulletin for the following quarter.”
